It's only unreadable to some humans.  I can read it very easily.  On the other
hand, tools like EPD2DIAG can pick it up and display it very nicely for you.
Usually, you are going to have the pv trail all the way out to the mate anyway.
I suppose that 'unreadable' is in the eye of the beholder.  In any case, 9999 is
no more or less readable than 32767.  Hence the departure from the standard in
that particular regard is just plain stupid.

You can always write your own standard to accomplish the same thing using plain
language.  If it is a worthy one, some people will try to use it.  There are
going to be some problems with describing things.  After all, there are
thousands of languages on the earth.
