It can be always made by the side to move and in computer chess immediatly
before the move that it plays in case of 100 plies without conversion and no
checkmate and immediatly after the move in case that the move that the program
plays is the move that cause 100 plies with no conversion.

The way that movei claims this draw is by printing the string
Movei->draw by the fifty move rule 1/2-1/2 or something similiar(I am not sure
if I remember now the exact string)

Movei does not claim white or black.
