I think that it is a design decision and not a bug.

Movei of today does not use tablebases but I have the same design decision for
book and movei can read book only if it is in the same folder as the .exe file.

I simply do not know how to tell it to read a book from another file.
I may implement it if changing it is something that takes few minutes but
unfrotunately with my limited knowledge in C it is going to take at least some
hours to do it without help and maybe more than it and this situation does not
encourage me to try it.
