the advantage of qualifying rounds is obvious
MORE  programmers would consider competeing in prelimary rounds if they were
held in more accesable locations or even on the internet
prelimary rounds would carry little if any cost,a small entry fee,far less
cumbersome travel cost and time

after the prelims, winners would then have a serious reason to go further
because they might have a strong program on their hands worth the money, time
and effort to go forward

the system now is not a serious competition.
 you have an invitation to all programmers with $500 in their pockets to come to
Sunny Israel(for example)and compete

it is an empty meaningless title
the title of this years winner should be..."The Strongest program running on the
strongest hardware out of those that had $500 in their pockets and could go to
Israel this year"
not a title of World Champion
