I came across this program that might help people who run two chess programs
against each other on one PC.

BinaryWork CPU Controller lets you control how much CPU time each running
application gets.

CPU Controller was originally developed to speed up media players and encoders
by giving them access to all available CPU resources. The program was then
enhanced to let you define the percentage of processor time that each
application should receive. This allows you to boost the performance of one
application at the expense of all others, even to the point of allocating 100%
of your computer's CPU time to a single application.
