An HT processor effectively has two CPUs which means that it can run two threads simultaneously. If the chess engine is not multi-threaded it can only consume one of them which shows as 50% of the overall available CPU. If you ran an MT version of Crafty (for instance) you'll see it consume 100% of the available CPU as it will create additional threads. Andy.
