Freeware or commercial?

If commercial, I'd guess either CM10K with as yet to be found stellar settings
or Deep Fritz 8. I mention the settings as CM9K is a tactical super wizard, but
is much better using some of the custom settings. If you're patient, a new
Junior is probably not far off, and if the games are to be the judge, should be
quite something.

If freeware, the best are probably Pro Deo 1.0 (using a custom setting, such as
Q3, is bound to yield even better tactical analysis than the default), Ruffian
1.05, List 5.12 and of course the latest version of Crafty.I'm not up to par on
all the freeware engines, so others may add some tips.
