Depends on the tournament. Chess programs tend to play rather badly without opening books. Usually, they are used. Some tournaments are run without them. The big problem with that approach is that some programs become very predictable in such a case and will immediately get thrashed by programs that learn. Yet that thrashing is not indicative of the strength of the programs. [snip]
