Cygnus (http://www.cygnus.com) offers some Unix development tools for Windows.
Some programmers who work under Unix/Linux use the tools to
compile their programs for Windows. The dll's provide a kind of mapping
between the Unix api and the Windows api, making it easier to localize a
program to windows.
