The only conflict is that the search engine has a nasty bug.
For that reason, and that reason only, the search engine was
brought down for a few weeks (not months) during business hours.

I disagree.  You need the following:
0. a competent person* who cares about the service being provided
1. reasonable hardware
2. reliable and sufficient bandwidth
3. stable code

* may be a volunteer

There are many people that provide services to the Internet
community with no monetary compensation.  I've seen three
offers to host by individuals that strike me as highly competent
for the task (Peter,Jon,Sean).  I see no reason that CCC can't
remain a free service.
