It is not so easy to make a reliable rule about when such pawns are irrelevant
and when they might hinder the defending sides ability to draw. The superior
side can sometimes make use of the pawn as a shield from checks. If you can
think of a reliable way to tell the difference, I'm sure everybody would love to
hear about it.
