Yes,
  I am also having the same problems with Hiarcs 7.  I sent email to hiarcs to
report the problem, but so far I have not received a response.  I started a
thread concerning this problem in the rgcc news group.  In response to that
thread, I received private email from Thoralf Karlsson who confirmed that he was
aware of a problem similar to the one I describe in that thread occurring on a
computer like mine (Dell Pentium II 450 MHz, Win98).  You might check out the
thread in rgcc (subject: HIARCS 7 - Problems Starting it Using -X Option) to see
if some of the suggestions there help you.  But so far, nothing has worked for
me. I hope Mark Uniacke, or someone else from HIARCS will come to our aid and
supply a work-around or a patch for this problem.
