Sigh. After wracking my head for a half hour trying to figure this out, I post
the problem, and sure enough, 5 seconds later I found it. :-|

I was so busy looking at the content of the parameters that I hadn't renamed the
first line in the custom personalities, so that they still read:

[Personality = Rebel.ENG]

Unfortunately that meant that it ignored the parameters of the file and loaded
Rebel.Eng. Gak!
