Try looking at www.resellerratings.com/ for a good reseller.

If you can wait, and want to jump into the screaming 64 bit opteron's, I believe
they would give you the best possible performance.

If 32 bit is better for you, I'd still be tempted to look at the fastest AMD
Athlon's, or the lovely Centrino. The P4 just doesn't do anything exciting for
chess, imo, but your program may differ.

A faster and quieter hard drive has always given me more benefits than anything
in the way of a video card upgrade. Not to go ultra cheap (we all like to do
something in the way of other games, :)), but beyond middle of the road, video
card upgrades are not worth it, imo.
