There is one champion who apparently fits your statement, that was Lasker. Yet Capablanca was obviously a very dangerous opponent in 1921, when Lasker lost the title, and Schlechter -because of his profound knowledge and famously ultra-safe style of play- arguably was a risky choice in 1910 as well.
