There are about 27,000 counter-strike gaming servers running on peoples computers all over the USA. I have my webpages DNS going straight to my cable modem and run my FTP as well as email from my own server. No problems there. I've had my ISPs technicians come in (fixing cable modem problems) and have seen my entire setup.. which includes my server routing out multiple computers through my connection. They really couldn't care less. I seriously doubt an ISP is going to care if you run a forum off your connection. You pay for the connection and you can download/upload constanly if you want.
