The point is that people may want to use chess server games to train to real
games so they may want similiar conditions to real games.

I remember a tournament game when I almost touched a piece when touching it was
a losing mistake but in the last second when my hand was at distance of few
milimeters from the piece I took my hand back and did not touch it because I
understood that it is a losing mistake.

I do not think that touching the piece but not moving it could disturb my
opponent more.

The opposite.
The rule touch move can lead to unsportivic behaviour and using time trouble of
the opponent to play moves like Ra1-d1 but moving the piece first to e1 so the
opponent may touch the wrong piece in reply to Ra1-e1 so he has to move with it.

If the target is not to disturb players then it is better not to have the rule
touch-move.

The rule is simply one rule of chess and was not decided in order to help the
players to play better.

Another rule is that a player cannot analyze the game during the game in another
board or make notes about the lines that he analyzed in a paper.

I believe that players can play better without these rules but the rules are not
supposed to help players to play better.

The rule touch-move is not very important for the level of most players in
tournament time control but can be more important for the level of players at
blitz or bullet and blitz is usually the time control that is used in chess
servers
