The example given by u is not justified as if Race Car Designer(Driver) = Chess Programmer Race car = Chess Program dont u think Micheal Schumacher(Race car Driver) does all kind of running and fitness exercises to keep himself fit for racing the car. Only a fit Micheal schumacher will have a strength and stamina to win in a Ferrari no matter how good it is. As such a Programmer who has the knowledge of basic principles of Chess can only train the Chess Program to play positionally better whereas only a programmer can make it play tactically better which is the case in most of the computer programs today.
