My suggestion is to find people who are honest >and play with them. If you find a cheater, then noplay them. This is a very touchy subject, and I don't think it matters what one do, you'll never stop cheating, it is like in sports, there are illegal useage of drugs to enhance performance, and if athletes are not caught they become heroes. So, it is better to accept the fact that cheaters can never be eliminated, and instead one should consider improving one's game, and try to raise it to the next level. The people who cheats will never become any accomplished players, so why bother cry wolf. The rating one gets in the ICC or FICC is not official and not recognized at all. If they want to cheat, there's absolutely nothing one can do.
