It seems clear based on result of other people.

I did not investigate what is the problem.
One possibility is that for some reason the version that was released is not
identical to the version that you use in ICC but when I see that the 19.17
performs worse than 19.13 or 19.15 in all tests that I read there must be some
reason for it.

one bug is enough in order to make the program weaker.
The fact that you fixed glitches in 19.13 does not mean that 19.13 cannot be
stronger than later versions.

The result of 19.15 are also better than 19.17 based on the results that I read
so it seems that if there is a problem it is between 19.15 and the released
19.17.
