I've run a quick search on Google (for "queryperformancecounter multiprocessor")
and in the first few entries there are at least a couple of references to
malfunctions or bugs:

...you can get different results on different processors due to bugs in the
basic input/output system (BIOS) or the hardware abstraction layer (HAL)...

...this RDTSC counter varies its speed across machines... on Multiprocessor
machines, like my own 850 Mhz box, the counter is running *much* faster than on
uniprocessor systems...

Just enough to suspect that this API is not completely reliable after all.
