I think you are...

From the 'human' perspective, it's a draw.
You know the Doubled pawns are useless, both will have to advance
and will be captured. Bishops of opposite colors, blocked position on
the King side, neither side can make progress.

From a  Computer Program perspective; the high eval for Black, is based on
static considerations, weights given for material, King position, mobiity etc.
but there is no forced line or  winning continuation.
It's one of those positions Computers don't understand.
