Yes. There seems to be no cure, and for a program, that shall run on any (modern
Windows) computer, this API seems useless.
I am astonished, that there is no reliable sub milli second resolution API
function. I remember well the days, where I fought with the PIT. There one
really had reliable micro second resolution under DOS (with quite considerable
programming effort). Under Windows it got very tricky, however.
From reading your links, I also wonder whether Linux has the same problem ("BIOS
bug" at the Microsoft link.)
