No

It is not so simple.
black has passed pawn in the c file and can generate another one in the f file.

black has passed pawns in 2 files in the c file and in the f file and white
cannot defend against both threats at the same time.

The following position is also draw by your logic but it is not a draw.

No It is not a draw because black has 2 more pawns in the c file and even if
white sacrifice the bishop for one of them black has still one pawn in the c
file.

if white king go to the c file black may promote the h pawn or force white to
sacrifice the bishop for it and it is again not a draw
