You mean players who play against computer but only they can ask to do it and
not allow computers to ask them.

I think  that it is better not to look for justice in ICC because there are
people that want to increase their rating and do not care if they deserve it.

Is not it a bit asymmetrical formula when there is not also no more than 600 elo
higher?

I guess that practically you do not play players who are more than 600 elo
higher but the formula is still not symmetric.
