I have a 2150L which I plan to auction on eBay. It's the same machine as the Saitek Prisma but with a slower processor. It doesn't have a huge opening book and it's play is less active than a Novag. In my opinion, it's somewhere in the USCF class A range in strength. I recall that the 2150L received a very brief review in the old Computer Chess Reports and was not recommended since there were better choices available in the price range. That's pure memory talking but I believe I'm correct. I have no idea who wrote the program. If I had to choose between an old 2150L and a new Excalibur Grandmaster, I'd grab the Grandmaster. Excalibur says it plays at master level which means it's probably in the "Expert" range (maybe).
