A program like RISC 2500 would certainly play well at PII 450 MHz speed.  The
speedup is approximately 2*450/14=64.  The rating of RISC 2500 is approx 2236
(Eric Hallsworths Selective Search) so if a doubling of speed gives 40 ELO (a
conservative estimate) this would give RISC 2500 an approximate rating of 2476.
I actaully think it would be higher as the RISC 2500 is a pretty advanced beast
and included many of the tricks used by modern programs (eg null move).
