The FIDE rule about 'insufficient material' doesn't say anything about "forcing mate". Rather, it anticipates both sides trying to get one side mated, and failing. Therefore KBKN isn't "insufficient material" for either side - in FIDE terms, or KBKNN or KNNKNN. g
