It is easy to find games played by 1600 players.
You can look at the games of the weakest players in the olympiad or in games of
the under 10 girls and boys championship.

How do you know?
Did you look in all the magazines?

I do not know about games of 1200-1400 players but I know that there are some
games of 1600-1900 players in the magazine of the israel chess organization.

 So how would you expect chess

They can ask 1200-1400 players to give them their games.
