I do not know about 19.16's result under winboard and it seems that the last good version under winboard was 19.13. Leo tested both 19.13 and 19.17 in many tournament under winboard and every time 19.13 scored better than 19.17. 19.13 does very well in WBEC and it shares the first place with Shredder7.04 with 9/12 so based on the results it seems that the endgame misevaluation in versions prior to 19.15 is not signficant. for comparison 19.15 played in the premier division of the 8th edition and scored only 36.5/76 see http://wbec-ridderkerk.nl/html/his8thedition.html For wbec results of the premier division when 19.13 did 9/12 see the premier division after you choose the following link http://wbec-ridderkerk.nl/ Uri
