Even on ICC, 19.17 is definitely weaker against other computers. It's average blitz rating has dropped a good 150 points or more since shortly after WCCC04, which was the advent of the 19.16/17 versions. After hearing other claims that 19.13 was stronger, I started a 100 game match between 19.13 and 19.17 at 30 0. 19.13 is demolishing 19.17 with the score currently at 41 24 after 65 games. This right after 19.16 vs 19.17 was virtually even after 100 games.
