I really suggest to play at least 9 rounds. 7 rounds is quite random with 60+
participants, especially for the runners-up, as someone else has already pointed
out.

Get rid of this long increment - that is what makes game length (ând thus round
duration) unpredictable. Why not take 45+2 or 45+5? Should be enough to prevent
extreme time scramble. This is speed chess either way, thus "fast endgame
skills" will be necessary anyway.

Yes, only one weekend, 5+4 rounds.

I do not really care whether or not there is a tie-break. If no, just take
(modified) Sonneborn-Berger or something similar to determine the winner, or
declare several winners. If yes, make it two games with alternating colors
between the two highest, if 1-1, program with better tie-break score wins.

You might consider allowing two disconnects and only forfeiting after three. If
there is a serious problem with the connection and / or program, this will show
up quickly and massively. E.g., last year Ikarus had to withdraw, because there
was a hardware failure (internet router broke down completely). We would not
have made it, had there been 20 disconnects allowed...

Agreed.

Don't know if this is necessary. Seems a bit hard to me to set the deadline for
an internet event one week prior to the event.
