Pick a small group of people you respect. Ask them "sort this list of programs into order, 1-N. Please be as accurate as you can. If you do not know anything about a program, please do not order it, but rather say "no idea" for that entry." You can take the above lists, and compute average rankings for each, and get a pretty decent seeding. New or unknown programs might be seeded too low since there will be little information about them, but that happens... Main thing to do is just do the tournament, and don't worry about the naysayers...
