The person accused of cheating was not named, only his/her ICC handle was named. The accused may have a problem bringing about legal action for this reason. Perhaps the accused can be made aware of what's happened and make comment on CCC. For the record,people in the know estimate between 5% and 9% of internet chess club members are using computers at least occasionally to cheat.
