If he has 2500 elo, he is awesome, and will often beat some of the top ten in a game. Still, a top program of today should be able to often beat a 2500 player (with 200 mhz.) especially if the GM did not prepare the apropriate openings or anti-computer-playing understanding. If a GM in the top ten had never played computers before, but only got to the top ten by playing humans, then you would easily see your 200 mhz computer beating that top player very often, until that human will start to understand and lose less. A fully experienced top-ten player SHOULD be beating your 200 computer most times, but would still have a frequent draw, and even the occaassional defeat, that is with todays top 10 programs.
