For the Dell you can try Advanced Xcsale Control http://www.pocketgear.com/software_detail.asp?id=7624 and at $5 it is does the job and it is cheap. In the picture, I use the same setting except I use 2.5 for N and get 590 Mhz - the speedup is closer to 33% than 50% - but it helps.
