point 1. : It could be acceptable to have the (estimated) ELO of ALL players for
games played before 1970 (such is the case for the database used for the
Powerbooks). But here only 1% of them have it; obviously not done on purpose.
I still think it is a mixup of database.

point 2. : I agree with you. It will take many years to have a "nearly perfect
database". We should all cooperate and Chessbase should say thank you; after all
THEY get paid.
