these are not in any particular order.
1.using your good machine,search internet and see if you can copy a boot up disc
somewhere.[do search:utilities,boot up,free]
you can usually find a site quick enough where this can be done.
2.you said you just installed a new drive.
re=open box and make sure all connectors are seated properly.
to everything,including memory and any cards.
3.swap out power supply if possible.
4.if you have an oem computer try there system restore disk
if made availible.{insert in drive,start up computer]
5.when starting your computer imiediatly on the first screen
press f2 to see if you can enter setup.note:some computers may be
different.
if you get into setup check the boot section,perhaps
the system is trying to boot off your cd and,or,your floppy.

if i think of anything else i'll re-post.
