Why! Why would anyone tweak a Program to make a Program think .99 is a Draw!
It's the F-I-R-S-T Digit that determines who has an advantage!
If anyone can't figure that out, they need to take up a New Hobby!

0.00 is a draw   0.25 is a draw  0.50 is a draw  0.99 is a draw
Period!
 NO side has an advantage!
Static positional eval. is what you are getting with the decimal.

I can't make it any simpler for you!
