a rule almost NEVER enforced in tournament play
i have played 100's of rated tournament games and never once heard of a
complaint that someone spoke during a game
also,check was always announced as a matter of courtesy at least when i played
rated games(1970's-1980's)
GM Brownes suggestion was half-serious half joking
but probably he did it and never was found to have forfeited the game because he
spoke
