It is if someone complains.

Also the Tournament Director in "Pre-game" player meetings usually brings this
up.
Example:

Have specifically including the "no talking" rule in their Posted
 'Code of Ethics' which players must agree to abide by before entering
Tournament.

The Final game for the Northern California Championship was between
Ray Shutt, and Dave ??; circa late 60's early 70's, Tournament Director
I believe was Isaac Kashdan.
The setting:
Dave ? needed only a Draw, to Win the Championship, Ray, had to Win.
Ray made his move as White, and leaned forward and 'whispered'
"Dave, are you playing for a Draw?"
Dave got up, went to the Tournament Director, and said that Ray
had spoken to him 'after' making his move, and Offered him a Draw!
Dave said, "I accept the Draw".
Kashdan declared the Game a Draw, and Dave became No. CA Champion without
ever having made a move!

Words have power... gotta be careful how and when we use them.
