The only descriptions I know of are here:

The values of 100 mean that the weight is 1.00 for that value.  If you want to
make it more important, increase it.  If you want to make it less important then
decrease it.

Probably, pawn formation and structure is good for long pawn chains and good
king shelter and bad for doubled pawns, pawn islands, etc.
Here, white pawn structure/formation is good, and black's is bad:

As to what the exact difference is between the two parameters, you would have to
ask Ed.

So, do you think pawns are the soul of chess?  Increase the numbers.  Do you
think pawns are an annoyance?  Decrease it.
