Cheapest way, pay $10-15 for DNS registration, then find a vhosting company. Can
get a decent one for about $15-20/month now assuming your site won't have
extreme traffic. So all in all you can have a site setup in a couple days or
hours for $20. There are tons of vhosting companies out there, just have to look
around for the best deal.
