Most of them are former cheats themselves. The gist of it, if I understood correctly, is that they do catch cheats but some still get away with it and it still costs them millions of dollars - yes even today with professional cheats monitoring the gambling rooms (probably using the most sophisticated equipment money can buy) some cheats get away with it!! So if someone cheats in chess and knows he will face fines and a criminal record I doubt if he or she would be that keen on trying their luck - not for the kind of prizes you can win in chess - not only that, in chess a computer chess cheat would stick out like a sore thumb. regards.
