No, there are often differences in teams differences in equipment etc. Some people might write chess prgrams for the Mac, but not everyone is going to do that. Should they be disqualified? What if Hydra or Deep Blue wanted to enter? Should they be disqualified? What if a program was written only for Linux. Should it be disqualified? What if only free compilers are available to a given author, and not the fancy-pants expensive ones. Should that program be disqualified? Or perhaps all the others? What if you have spent months preparing your program for SMP and you have purchased an expensive multiple CPU machine? Should you disable all the CPUs except for one? Have you ever seen the movie "Around the world in 80 days"? The notion was "Whoever gets there first -- by whatever means -- wins." That is what kind of a contest this is. It is not better than a uniform platform event but it is not worse either.
