Take the frustration of VB and square it. Take the time penalty of VB and square it. If you want a generic approach for _playing_ chess, then C++ for sure. If you only care about the concepts and not whether the thing can actually become super-strong, then Java or .NET languages But definitely not Perl. Now, Perl would be a good language to create a chess SERVER in. But not a chess game. IMO-YMMV.
