Your ideas of swapping parts of the engine and using foreign parts makes it clear to me you should choose a component programming language and one with a strong FFI mechanism. In Windows maybe VBA with COM. Heck, with DCOM RPC you could make a distributed parallel algorithm. Or to be system agnostic TCL with RPC. And the parallel mention makes me think you would have to choose a multi paradigm language like Oz or Alice. Else there would be a bias on what algorithms you could easily implement. And continuing even more off tangent I think you should choose a language with a hygienic macro system so that you could implement your own Chess DSL. No I don't suspect any dementia.
