The only way you can know that for sure is if they say it.

Paderborn is also not as important to them as WMCCC.

And they may not have known Hydra was going to show up.  Once Hydra was entered,
the chances for victory plummet.  Shredder entered also.  Now the chance to win
is even lower.  Those are clearly the big, tough guys on the block.

They only will enter any chess contest if they think that they have a fairly
good chance to win (e.g at least 15% chance).  No commercial program is going to
enter a contest that they are sure they will lose (unless they have a lot of
guts -- which is not impossible).  For the most part, they will beg off of those
contests until they find one more to their liking.
