19.17 is known to be a bad version also under winboard.

19.13 performed better than 19.17 in all the test tournaments that Leo did so
Leo decided to use 19.13 for WBEC and 19.13 did very well there and it is the
leading amateur(even better than prodeo1.1).

Based on what I remember from previous discussions it seems that Hyatt did not
test crafty under winboard but only with linux and testing it on ICC was
misleading because it seems that Crafty19.17 behaves different under windows
enviroment.
