Avoid Windows Me, it was the worst of the releases. Add 128MB and put Win98SE on it. If running those earlier OSs though on the internet I'd make sure you have firewall software installed and AV of course, and use Firefox or an alternative as the version of IE may not have all the latest security patches. XP could run but I wouldn't on that box unless you have at least 256MB. Windows 2000 is a possibility. Games are pretty much out of the question unless they are the same vintage as the machine itself. As for chess strength - not sure.
